Report- Sardar Patel Subharti Law Institute, Swami Vivekanand Subharti Law University, as per the instructions of the District Legal Services Authority, an educational tour of the Government Observation Home (Juvenile) Meerut was done to spread legal awareness on the subject of “Juvenile Act”. Outline of this educational tour was placed, under the guidance of Rajesh Chandra, Director of Subharti Law Institute (Former Justice, Prayagraj High Court, U.
P.) and under the direction of Prof. (Dr.) Vaibhav Goel Bhartiya, Dean, Faculty of Law, Swami Vivekananda Subharti University
The objective of the Juvenile Act relating to juveniles in conflict with law and children in need of care protection, the obligation to adopt a friendly approach
towards children in the best interest of children for proper care, protection, and treatment, to meet the developmental needs of the child. State governments are imposed by the Constitution of India. Under the leadership of Dr. Sartaj Ahmad
and Dr. Prem Chandra, teachers of Subharti Law College, a group of 19 students reached the Government Observation Home (Juvenile), Meerut. The team of
Subharti Law Institute was welcomed by the Superintendent of Government Observation Home (Juvenile), Meerut.
The children living in the observation home were introduced to the students by the Superintendent of the Children’s Home. He told that these children included children up to the age of 17 years and below 18 years and all these children are around from 9 districts of Uttar Pradesh. Responding to what type of children come into this observation home, the superintendent said that such children who are involved in different types of crimes or are criminals in any crime are kept in the observation home.
The main reason for keeping such children in observation homes is to provide a remedial environment to such children, that they can be connected with the mainstream of society. In the observation home, these children are kept both till an adequate inquiry is conducted into the offense alleged to have been committed by them and after the investigation is done.
Kuldeep Singh, representative of District Lean observation homety, Meerut, told the students that various schemes are run by the state government from time to time for the rehabilitation of such children.
Apart from these schemes, such
adolescents are also provided education in observation homes, health and nutrition-related schemes are also started by the governments from time to time.
The purpose of observation home is to provide a family environment to such children by keeping them away from the environment of jail, court, etc. and professional criminals so that they can grow up and live a dignified life in the society by staying away from the bad environment of the criminal world.
He said that in every district there is a Child Protection Committee and a Juvenile Justice Board, whose function is to protect the rights and interests of such children. Food, education, and a healthy and clean environment are provided to these adolescents in an observation homes. All these children celebrate all the festivals together with enthusiasm.
Dr. Sartaj Ahmad while motivating the children said that this is a phase, in which you have to establish yourself. Your aim by coming here is to focus only on studies so that by connecting with the mainstream of society, you can contribute to the progress of society. Now it is your responsibility to give your contribution. Students were told about various things like the Right to Education,
Health, Sanitation, etc. mentioned in the Juvenile Act and provided by the Constitution of India.
Dr. Prem Chandra while motivating the children said that you should not bring an inferiority complex in your mind that you are separated from your family. Giving the example of the students of Subharti Vidhi Sansthan, he said that all these
children also live separately from their parents because you can complete your studies by staying away from the family, that is, by following the fast of ‘Brahmacharya’. Therefore, the aim of all of you should be to focus on studies only and only. Education is the only secret by which you can make your future bright.
