Report: – Police Station Visit (Thana Kankar Khera, Meerut)

Objectives of the Visit:-

  1. To understand the procedural workflow of a police station, including FIR registration, investigation, and filing of the charge sheet.
  2. To provide practical exposure to students regarding evidence management, including malkhana operations and preservation of seized articles.
  3. To familiarize students with custodial procedures, particularly the functioning of the lock-up and detainee handling protocols.
  4. To enhance student awareness on women-related laws and safety mechanisms, under the guidance of designated police officers.
  5. To promote better coordination and communication between police officials and the future legal fraternity.

Description:-

A team of final-year law students from Sardar Patel Subharti Institute of Law visited Thana Kankar Khera, Meerut, as part of their practical exposure initiative. Under the guidance of Hon’ble Justice Rajesh Chandra, Former- High Court of Judicature at Allahabad (Director, Subharti Institute of Law), and under the leadership of Prof. (Dr.) Reena Bishnoi, Officiating Dean, Faculty of Law, the visit was organized by the Law Club. The primary objective of the visit was to bridge the gap between theoretical knowledge and the ground-level functioning of police administration, thereby strengthening the students’ understanding of criminal procedure, investigation, and law enforcement. Activities Conducted During the Visit.

Briefing by SHO Vinay Kumar:-

The visit began with an introductory session conducted by SHO Vinay Kumar. He provided the students with a clear understanding of the organizational structure of the police station and explained the distinct roles and responsibilities of the SHO and the beat officers. During the interaction, he elaborated on the daily reporting processes, the mechanisms of patrolling, and the nature of the case load handled at the station. He also emphasized the importance of conducting lawful investigations and maintaining effective coordination with the judiciary. His detailed briefing helped the students appreciate the leadership responsibilities involved in police administration as well as the practical challenges faced in day-to-day functioning.

Detailed Interaction with SI Kanika Dalal (Women-Related Laws & Safety)

Sub Inspector Kanika Dalal conducted an informative session focusing on: Women-Related Laws & Safety.

During the visit, the students received detailed insights into various women-related laws, including provisions of the IPC, the POCSO Act, the Domestic Violence Act, and the Dowry Prohibition Act. The officers explained the legal framework in a practical manner, helping the students understand how these laws operate at the ground level.

The team also learned about the Mission Shakti framework and how it is implemented within the police station to enhance the safety and empowerment of women. The officer elaborated on the step-by-step procedure followed while handling women complainants, victims of domestic abuse, cyber harassment, and sexual offences, emphasizing the need for a systematic and victim-centric approach. Students were shown the functioning of the Women Help Desk, including counselling protocols and how emergency helplines are integrated for rapid response. The staff highlighted the importance of sensitivity, confidentiality, and prompt action while dealing with women-related cases, ensuring that victims feel safe, supported, and heard. The students appreciated the officer’s real-life examples, which provided practical clarity and helped them connect theoretical learning with real-world application.

Students visited and observed:

  1. FIR Registration Desk – overview of online (e-FIR) and offline procedures
  2. Malkhana – documentation, storage, and chain of custody of seized items
  3. Lock-up Area – safety measures, detainee rights, and health protocols
  4. Record Room – Case diaries, roznamcha, and digital entries
  5. Post Office Section – dispatching of notices, summons, and reports
  6. CCTV Monitoring Unit – surveillance functions and public safety mechanisms

Student Learning & Academic Relevance:-

The visit effectively bridged the gap between classroom learning and the real-world functioning of the criminal justice system. It enabled students to clearly understand the practical application of procedural criminal law and observe firsthand the crucial role played by the police in the broader justice delivery mechanism. The interactions at the police station highlighted the importance of accurate documentation, systematic investigation, and the need for maintaining transparency at every stage of the process.

The visit also deepened student awareness of gender-sensitive policing, especially in the handling of women complainants and vulnerable victims. Moreover, students gained an appreciation for the level of professional coordination required among the police, lawyers, and the judiciary to ensure effective and fair administration of justice.

Conclusion:-

The academic visit to Thana Kankar Khera successfully met all learning objectives. The exposure helped student’s gain practical understanding of police administration, investigation methods, and women-related safety mechanisms. Such field visits play a crucial role in shaping competent, well-informed legal professionals.
